China Launches “Green Energy TO” Green and Low-Carbon Brand in Hangzhou

State Grid Zhejiang Electric Power Company officially launched the Green Energy TO green and low-carbon brand at the Hangzhou International Expo Center. The event also marked the launch of the Green Energy TO brand IP and the Green Energy TO Belt and Road international initiative. In addition, the company introduced the Green Energy TO Energy Efficiency Marketplace module within the Energy & Carbon Manager app, a digital platform that helps enterprises in Hangzhou improve energy efficiency and reduce carbon emissions. The new module is designed to provide digital services that support the green and low-carbon transformation of AI computing and data centers.

The Green Energy TO brand mascot, Green Energy Rabbit, is a green rabbit featuring a lightning bolt on its right ear. The character originated during the 19th Asian Games Hangzhou, the world’s first carbon-neutral Asian Games. Since 2023 was the Year of the Rabbit in the Chinese lunar calendar, children from Hangzhou, Zhejiang Province, and Yushu, Qinghai Province, were invited to draw what “green electricity” meant to them. Their creative ideas inspired the design of Green Energy Rabbit, which has since become a symbol of clean energy and sustainable development.

Following the Asian Games, State Grid transformed the low-carbon service practices developed for the event—including end-to-end green electricity traceability, carbon footprint accounting, and coordinated source-grid-load-storage management—into standardized, replicable solutions. These services have since been applied across factories, industrial parks, and campuses, creating a comprehensive implementation model for carbon management that supports society’s broader green transition.

One beneficiary of the Green Energy TO initiative is the China Telecom Hangzhou Intelligent Computing Center, one of Hangzhou’s key AI computing facilities. Since commencing operations in 2024, the center’s electricity demand has increased rapidly due to the expansion of AI-related services. In June 2026, its monthly electricity consumption reached 5.44 million kWh, representing a fourfold year-on-year increase.

Through the Green Energy TO Energy Efficiency Marketplace, Wang Cantao, a representative of the computing center, submitted requirements for an integrated photovoltaic and energy storage solution. Within less than a day, the platform matched the project with more than ten qualified service providers and helped identify a suitable partner. The planned project includes a 1 MW photovoltaic system and a 5 MWh energy storage system, together with low-carbon building upgrades. Once completed, the project is expected to reduce the center’s annual electricity consumption by 8% to 12%.

To date, China’s Green Energy TO service team has provided energy efficiency assessments for 9,033 key customers, supported nearly 54,000 users in implementing electric energy substitution projects, and facilitated 3.189 billion kWh of substituted electricity consumption. These efforts continue to strengthen green energy support for China’s high-quality economic and social development.
